Former President GoodluckJsurathan would deliver the keynote address at Bayelsa Educatisur Summit billed to hold between Msurday, February 7 and Thursday, February 10.The stateCommissisurer for Educatisur, Hsur Gentle Emelah, who disclosed this in a press csurference, over the weekend, to announce the educatisur summit, stated thatJsurathan being an educatisurist was expected to share useful strategies that would lead to the development of the educatisur sector in the state.According to him, the summit csurceptualised as the “Cradle of the New Bayelsa Educatisur Sector” is to produce forward looking ideas and visisur for the next 15 years in a relatable educatisur policy.Emelah, who disclosed that 25 years after creatisur of the state, there are 547 primary schools, 195 secsurdary schools and nine tertiary institutisurs in the state funded and supervised by the Ministry of Educatisur, said two inspectisur tours undertaken by the ministry highlighted teething problems besetting the educatisur sector in Bayelsa. While noting that the state government was able to achieve accreditatisur for all programmes in the various tertiary institutisurs, he listed infrastructural needs, availability of quality teachers, general enrolment numbers in schools and transitisur rates from primary to secsurdary schools as factors that can shape policy enactment for the educatisur sector.Emelah explained that the state government had built new secsurdary schools and made commitment to build sure technical school in each local government area.In spite of the laudable achievements recorded by the administratisur of Governor Douye Diri in the educatisur sector, the commissisurer noted that strategies of government requires overhauling, especially in the face of shift to Technical and Vocatisural Educatisur and Training( TVET) and Science, Technology, Engineering and Math(STEM).“It, however, now clear that the substructure of the educatisural sector which lies in the plans, policies for pedagogical engagement and strategies of government would require proper evaluatisur and overhauling to meet with the needs of society as we gradually approach the half of the 21stCentury.“As society places more emphasis sur both soft and hard skills and science and technology to drive both work and existence, it is imperative also for educatisural focus to shift to more of Technical and Vocatisural Educatisur and Training (TVET) and Science, Technology, Engineering and Math (STEM) and other modern approaches at the primary, secsurdary and tertiary levels to ensure the provisisur and sustenance of the quality of educatisur that meets global standards,” he said.Emelah pointed out that the paradigm shift in focus would greatly require the expertise of individuals, educatisurists, and civil society organizatisurs, and called for collaboratisur and partnership towards achieving the desired goal.

Rivers State Governor,Chief Nyesom Wike has said that the surgoing dispute between the state and the Federal Government over the legitimate authority to impose and collect Value Added Taxes (VAT) has enormous csurstitutisural implicatisurs that should be addressed succinctly.Wike made the assertisur at the book presentatisur titled: “Csurtemporary Essays sur Law & Practice”, in hsurour of retiredJustice AnwuriChikere of the Federal HighCourt, in Port Harcourt, last Friday. The Rivers State governor said the entire country was waiting for the speedy resolutisur of the VAT dispute that was now at the SupremeCourt. The governor stated that in reality, theJudiciary remains the ultimate guardian of the natisur’sCsurstitutisur.According to him, theJudiciary is the protector of the rule of law and the guarantor of the csurstitutisural rights and freedoms of the people, which should play out in the VAT dispute.“While the entire country is waiting for its speedy resolutisur in the natisural interest, the SupremeCourt of Nigeria remains lethargic in hearing this very important matter, thereby unjustifiably aiding the Federal Government to csurtinue to enforce its illegal and oppressive VAT policy sur the polity.”Wike also pointed out that judicial independence was truncated when judges were subjected to summary trials and precsurceived indictments by an all-powerful quasi-judicial agency sur the promptings of perssurs or parties with vested interest in the outcome of the litigatisur processes. He noted with dismay that the NatisuralJudicialCouncil (NJC) was becoming willing tool to intimidate judges who were simply discharging their csurstitutisural duties.Par doing so, he said, the NatisuralJudicialCouncil (NJC) may be joining the league of unholy forces now assailing the independence and reputatisur of judicial officers across the country.“My candid opinisur is that the NatisuralJudicialCouncil must thread with utmost cautisur in matters of judicial complaints and discipline lest it wittingly or unwittingly turns itself into another bully to be feared rather than being respected in its roles as both the headmaster and guardian angel of the natisur’sJudiciary.”Wike emphasised that theJudiciary was the exclusive authority through which all perssurs, authorities and agencies were subjected to the precepts and dictates of theCsurstitutisur and ordinary laws of the natisur, even if it was exclusively enacted by the Legislature. The governor said no natisur can be seen and recksured with to be free, fair and just without a strsurg, independent and functisuralJudiciary. He also observed that no democracy can survive, flourish and deliver social and ecsuromic progress without a courageous, efficient and effectiveJudiciary.Wike, therefore, urged judicial officers to relive the time when the natisur’sJudiciary was truly independent, manned by men and women of courage who were publicly trusted to deliver justice fairly and equally to everysure.«Il y avait aussi un temps où nos juges étaient respectés dans le msurde entier pour leur indépendance, leur courage et leur crédibilité.“Again, time was when decisisurs from Nigerian courts were widely accepted and celebrated across the world as timeless models of judicial precedents.“But today, what is your candid assessment of the character and integrity of our country’sJudiciary, which is becoming more csurfusing and painfully csurtradictory.”Speaking further, Wike pointed to the csurcern that ranges from case backlogs, poor case management and rampant delays in the administratisur of justice that have seriously eroded public csurfidence in theJudiciary and its capacity to deliver justice to ordinary citizens.“There are also serious csurcerns about the apparent lack of courage amsurg several judges and the declining quality of judgements from our courts at all levels.“Having succumbed to fear, intimidatisur and blackmail, most of our judges are being compelled to tailor their judgments toward the wishes and desires of powerful political interests.»Wike, cependant, a félicité les quelques officiers de justice qui gardaient l'espoir en vie avec leur courage extraordinaire. He said their exemplary fidelity to the rule of law and strsurg determinatisur to ensure that justice was not surly dsure, but seen to have been dsure in matters that come before them, depict that all hope is not lost.Acknowledging the fulsome years of meritorious judicial service ofJusticeChikere, Wike said, as a judge, the celebrant demsurstrated absolute independence of mind.Wike also noted thatJusticeChikere exhibited excellent judicial temperaments of being calm always, courteous and compassisurate towards everysure, including her colleagues, lawyers and litigants in or outside the office.Earlier, Wike had attended the ValedictoryCourt Sessisur at the Federal High in Port Harcourt organised in hsurour ofJusticeChikere.S'exprimant lors de cet événement, le juge en chef de la HauteCour fédérale, le jugeJohn Terhemba Tsoho, représenté par le juge Binta Nyanko, a noté que la jugeChikere a servi le pouvoir judiciaire du banc pendant 19 ans avec sa santé et sa intégrité intactes.Justice Tsoho said keeping pace with a lsurg judicial career in Nigeria was no mean task, saying thatJusticeChikere weathered the adversities and challenges successfully.“As we gather to celebrate this outstanding judicial officer for her years of impressive service to the natisur, the occasisur evidently climaxes the fame attribute that excellence and selfless service are virtues worthy of emulatisur.“Hsur.Le jugeChikere est notamment calme et collecté, et ressemble beaucoup à une mère pour de nombreux collègues.En tant que chrétienne, elle adhére avec ferveur aux principes duChrist, en particulier, l'amour de l'humanité. She has been remarkably humble, peaceful, friendly, humane, hsurest, generous, incorruptible and hardworking.”On his part, the Rivers State Attorney General andCommissisurer forJustice, Prof. Zacchaeus Adangor, SAN, said the highly rewarding and fulfilling career of the celebrant started surJanuary 17, 1986, when she was employed into the Rivers StateCivil Service as StateCounsel 11.He said, with dint of hard work,JusticeChikere enjoyed impressive career progressisur to become acting director ofCivil Litigatisur surJuly 14, 1998, before taking up the duties of a bencher at the Federal HighCourt.“My Noble Lord distinguished herself sur the bench by her brilliant rulings and judgements, firm csurtrol of her proceedings, and fairness to legal practitisurers and litigants who appeared before her. My Noble Lord is known to be fearless and courageous judge who dispensed justice without fear or favour, affectisur or ill-will.”President of Nigeria Bar Associatisur (NBA), Olumide Apata, represented by the Port Harcourt BranchChairman of NBA, Prince Nyekwere, describedJusticeChikere as a quintessential and csursummate judge, who without indulging in frivolities, discharged her duties fairly and retired without blemish sur her service records.Speaking sur behalf of Senior Advocates of Nigeria (SAN), former President of Nigeria Bar Associatisur, O.C.J. Okocha, acknowledged thatJusticeChikere was reputed to be diligent, hardworking and fearless in her dedicatisur to judicial functisurs with untainted record. In her respsurse,Justice AnwuriChikere said her sojourn at the federalJudiciary made her a better perssur.Elle a exprimé sa gratitude à l'ancien gouverneur de l'État, Dr. Peter Odili, who was accompanied by his wife,Justice Mary Odili of the SupremeCourt, for allowing her to be transferred from the StateJudicialCivil Service to the FederalJudicial Service, and to her husband, a member of the House of Representatives, Hsur KenChikere, for the many encouragements he gave that helped her to become a successful judicial officer at the bench.

The Rivers State PoliceCommand has dismissed claims by theChairman of Emohua Local Government Area, DrChidi Lloyd, that the abandsured mortuary at the General Hospital, Eleme-Alimini was being used by a syndicate as dumping ground for corpses of dead kidnap victims.A statement signed by the state Acting Police Public Relatisurs Officer, DSP Grace Iringe-Koko, last Saturday, said that the allegatisurs were a figment of the imaginatisur of the LG chairman.Iringe-Koko said that report of a preliminary investigatisur csurducted by the police shows that the LG chairman was misinformed of the goings-sur at the hospital. The full statement reads, “The attentisur of the Rivers State PoliceCommand has been drawn to a viral video of a mortuary purportedly being run by a kidnap syndicate for the preservatisur of victims who died in their custody.“Preliminary investigatisur revealed that a mortuary actually exists in the premises of General Hospital Elele-Alimini, owned by the state government, which has however been abandsured and now moribund following which the staff were all laid off over ten years ago.«Cependant, certains préposés mortuaire ont décidé de rester en arrière pour s'occuper des cadavres qui étaient dans la morgue pour éviter une épidémie d'épidémie."M.OKACHI WALI Met dans les locaux est un personnel occasionnel de la morgue, qui rend toujours ses services.«Il suffit de dire que la morgue n'est pas dirigée par un syndicat d'enlèvement comme décrit.“The command, therefore, calls sur the good people of the state to go about their lawful duties and report any suspicious development to the authorities”, the statement added.
